China’s First Unmanned Transport Capacity Center Opens in Hefei — A New Model for Urban Logistics
On December 12, China's first unmanned transport‑capacity center — with "unmanned transport services" as its core function — was officially inaugurated in Feixi County, Hefei City. The center is built and operated by Anhui Heizhima Technology Co., Ltd.

As the nation's first city‑level capacity center focused on large‑scale commercial applications of unmanned urban distribution, the center is not a conventional parking lot or storage facility. Rather, it functions as an intelligent "brain" that integrates unmanned transport service solutions, high‑precision map management, cloud‑based real‑time dispatching, remote monitoring, data‑driven analytics, and fleet operations and maintenance.
Leveraging L4 autonomous logistics vehicles combined with customized scenario solutions, the center achieves end‑to‑end automated operations covering delivery upgrades, route planning, and unmanned distribution.
The project's implementation aligns closely with Hefei's strategy to vigorously develop strategic emerging industries. As one of the country's first "intelligent connected vehicle pilot cities," Hefei has accelerated the development of industrial clusters in new‑energy vehicles and artificial intelligence in recent years. The launch of the Feixi unmanned capacity center represents a deep practical application of the "intelligent connected + logistics" scenario.

"Hefei's top‑tier tech innovation ecosystem and supportive industrial policy environment were our primary considerations when choosing the site," said a representative of Heizhima Smart Transport. "By placing the first city‑level capacity center here, we hope to leverage Hefei's industrial cluster advantages in new‑energy vehicles and AI to jointly develop a replicable, scalable smart‑logistics model that sets an industry benchmark."
From the enterprise perspective, by providing stable and efficient unmanned transport services to e‑commerce, retail, manufacturing and other clients, the center can reduce comprehensive logistics costs for regional businesses and help Hefei firms enhance market competitiveness. From an urban‑development standpoint, as the debut scenario for domestic unmanned capacity, the center is expected to attract upstream and downstream players in the smart‑logistics supply chain — such as sensor makers, AI‑algorithm developers, and robot manufacturers — to focus on Hefei.

Unlike single‑purpose technology tests or vehicle sales, the capacity center is positioned as a "transport‑service provider." Local delivery demanders do not need to purchase or maintain costly unmanned vehicle fleets; they can call on unmanned transport services on demand. This "transport‑capacity‑as‑a‑service" model greatly lowers the barrier for enterprises to use cutting‑edge technologies. By implementing autonomous‑driving technology as a service platform, Feixi County has for the first time realized large‑scale, normalized application, providing new infrastructure for smart urban governance and industrial digitalization.
