On the morning of August 18, four precision manufacturing projects with a total investment of RMB 2.025 billion were signed and launched at the multifunctional conference room on the second floor of the Shexian Administrative Office Center. The projects include Anhui XinCheng New Material Technology Co., Ltd.’s 50,000-ton annual battery aluminum foil project, Anhui Heda Automotive Industry Co., Ltd.’s project to produce 500,000 sets of transmissions and oil pans annually, Huangshan Heqing Precision Technology Co., Ltd.’s project to produce 100,000 machine-tool spare parts annually, and Hangzhou Tongde’s project for wafer-thinning grinding wheels and high-end grinding tools for the semiconductor industry. Although they target different sectors, they share the same direction: embracing the “new” and pursuing innovation.
That same evening, hundreds of kilometers away, the Xifei River Forest and Wetland Music Carnival in Lixin County welcomed a group of special “protagonists.” Eight local textile and garment enterprises, including Anhui Hanlian Color Spinning Co., Ltd., GoNature and FEIDOO, took to the stage to showcase dozens of fashionable garments. “It feels different today seeing our own factory’s brand launch,” said Ms. Wang, a production-line worker at PELLIOT, from the audience.
Behind these vivid scenes of county-level industrial development is the accelerating formation of Anhui’s industrial landscape featuring “a cluster in every county and distinctive industries in every county.” To date, Anhui has established 146 county-level distinctive manufacturing clusters, cultivated 69 provincial-level distinctive industrial clusters of small and medium-sized enterprises, and successfully established 23 national-level distinctive industrial clusters of small and medium-sized enterprises. These clusters are home to 8,579 industrial enterprises above designated size, accounting for 33.7% of the provincial total. Among them are 3,840 specialized, sophisticated, distinctive and innovative SMEs and 400 “little giant” enterprises, accounting for 48% and 49.4% of the provincial totals, respectively.
The rise of these clusters has been underpinned by substantial policy support. In 2024, the General Office of the Anhui Provincial Government issued guidelines on promoting the high-quality development of county-level distinctive industrial clusters (bases), launching four major initiatives and nine supporting policies covering areas such as innovation-driven development and digital transformation. In July 2025, the Anhui Provincial Department of Industry and Information Technology issued an action plan for cultivating and strengthening county-level distinctive manufacturing clusters, establishing a tiered cultivation pathway and a list of 27 provincial-level empowerment measures. On May 28 this year, the department released the list of Anhui’s county-level distinctive manufacturing clusters for 2026. A number of clusters, including Qingyang County’s magnesium-aluminum lightweight alloy cluster, Tianchang City’s high-performance non-ferrous metals and alloy materials cluster, and Funan County’s new energy vehicle components cluster, were successfully selected.
A number of distinctive clusters are rapidly expanding, with some already becoming “single-item champions” in their respective industries nationwide. The advanced polymer materials industrial cluster in Ningguo has developed a complete industrial chain ranging from basic materials to key components and system assemblies, bringing together more than 1,000 enterprises, with products exported to more than 30 countries and regions. The PCB and electronic circuit industrial cluster in Guangde has more than 90 industrial enterprises above designated size and has built a complete industrial chain covering copper-clad laminates, circuit board manufacturing and supporting electronic components, making it an important destination for the transfer of the electronic information industry in the Yangtze River Delta. The brush-making industrial cluster in Qianshan has developed a product portfolio featuring “thousands of products and tens of thousands of models.” Its street-cleaning brushes, industrial brushes and household brushes account for 90%, 70% and 30% of the domestic market, respectively, with products exported to more than 70 countries worldwide.
Anhui’s county-level distinctive manufacturing clusters are now weaving a high-quality development map of industries, one thread at a time. The Anhui Provincial Department of Industry and Information Technology has established a statistical monitoring system covering 28 core indicators, including revenue, innovation and services, and conducts annual evaluations of cluster development quality and effectiveness. Moving toward the “new” and prevailing through “distinctiveness,” Anhui’s county-level industrial clusters are steadily expanding their path toward a broader and brighter future.
