Recently, with the approval of the State Council, the Ministry of Culture and Tourism issued the 15th Five-Year Plan for Building a Leading Tourism Power (hereinafter referred to as the "Plan"). Under the Plan, Hefei has been included among tourism hub cities, and Huangshan has been named a key tourism city.

As the first national-level special plan dedicated to building China into a leading tourism nation, the Plan sets out comprehensive measures in ten key areas, including overall requirements, optimizing the spatial layout of tourism development, fostering new growth drivers for the tourism industry, enriching high-quality tourism offerings, unleashing tourism consumption potential, improving public tourism services, strengthening tourism exchanges and cooperation with other countries as well as Hong Kong, Macao and Taiwan, enhancing the governance of the tourism industry, improving the support system, and ensuring effective implementation. The Plan aims to accelerate the development of China into a leading tourism nation while promoting the steady and high-quality growth of the tourism industry.

The Plan calls for deeper integration across multiple sectors in central China to promote large-scale, high-quality tourism development. It also emphasizes advancing the development of the Yangtze River International Golden Tourism Belt and the Hangzhou-Huangshan Natural Ecology and Cultural Tourism Corridor, fostering tourism corridors such as the Grand Canal Cultural Tourism Belt, the Zhangjiajie-Langshan-Guilin tourism route, and the Taihang Mountains Cultural Tourism Belt, and promoting the construction of distinctive tourism functional zones, including the Zhejiang-Anhui-Fujian-Jiangxi Ecological Tourism Cooperation Zone.

Under the section on "Promoting Coordinated Urban-Rural Tourism Development," the Plan proposes enabling tourism hub cities to better serve as centers for visitor distribution and regional development, while encouraging key tourism cities and distinctive tourism destinations to improve their service offerings. It identifies 32 tourism hub cities, including Beijing, Hangzhou and Hefei; 33 key tourism cities, including Chengde, Dalian and Huangshan; and 23 distinctive tourism destinations, including Chongli, Pingyao and Wuyishan.
