【AICC Original Article】Anhui Establishes Special Committee on Autonomous Driving Technology

Recently, the Special Committee on Autonomous Driving Technology under the Anhui Automobile Industry Association was officially inaugurated in Hefei, filling the gap of a professional technical committee dedicated to this field in Anhui Province.

Why set up this committee? On July 14, Jiang Ruhai, Chairman of the Special Committee, gave an exclusive interview to journalists. He noted that Anhui ranked first nationwide in automobile output last year. Amid rapid industry growth, pressing collective challenges remain, including unlocking road access data for autonomous driving and formulating unified standards. The establishment of the committee creates an authoritative, professional and efficient platform for communication and cooperation to integrate upstream and downstream resources across the provincial industrial chain, advance joint technological innovation, develop shared standards and foster an integrated industrial ecosystem.

In 2025, Anhui claimed the top spot nationwide in both total automobile output and new energy vehicle output, as well as automobile exports. Home to major vehicle manufacturers including Chery, JAC, NIO, Volkswagen Anhui and BYD, the province has seen explosive expansion of its automotive industry scale.

Nevertheless, hidden challenges persist amid the bustling development of the emerging autonomous driving sector. Enterprises follow separate technical routes; road access data cannot be shared; and testing standards are not mutually recognized. There is an urgent need for an authoritative body to coordinate stakeholders and liaise with government authorities.

“Advancing autonomous driving technology is never a battle fought by a single enterprise alone. It is a systematic initiative built on technological coordination, unified standards, joint development of application scenarios, resource sharing and self-regulated governance,” Jiang Ruhai told reporters. Guided by this consensus, stakeholders resolved to separate autonomous driving-related functions previously scattered across various committees and set up a dedicated special committee, delivering a collaborative platform for the provincial industrial chain that addresses practical challenges.

Upon its founding, the committee’s top priorities are integrating upstream and downstream industrial resources across Anhui, pursuing joint technological research and developing unified standards.

Take standard-setting as an example. Questions remain unanswered in the province: Are autonomous vehicles safe? What criteria should be adopted for testing? What requirements must be met for operation on public roads? Following its launch, the committee will coordinate leading local enterprises to kick off standard formulation, laying down clear rules for autonomous vehicles to operate on public roads.

At the inaugural meeting, member organisations including CAS Juche, SF Express and CATL held in-depth discussions on common issues hindering the commercial rollout of autonomous driving. Topics covered the scope of regional road access opening, data security, standards for vehicle-road coordination, and cost models for multi-scenario operations.

Jiang Ruhai disclosed that multiple agreements have been reached on industrial collaborative innovation, pilot implementation of association standards, and joint demonstration of typical application scenarios. An annual action plan will be formulated subsequently to translate consensus into tangible cooperation outcomes.
