On June 2, reporters learned from the Anhui Provincial Department of Finance that in 2026, Anhui Province has pooled more than 10 billion yuan in fiscal funds to advance the popularization and inclusive development of preschool education as well as the high-quality and balanced development of compulsory education. More intensive incentives and financial aid will be rolled out to refine student subsidy programs, lift the province’s basic public education service capacity and safeguard the all-round physical and mental health development of school-age children.
It is reported that 8.65 billion yuan in fiscal subsidies for urban and rural compulsory education has been earmarked by the provincial financial department, with over half of the funding channeled to northern Anhui to fuel the upgrading of high-quality educational resources across the province. An additional 150 million yuan of provincial funds for basic education development is set aside for key reform initiatives including high-quality basic education development and teaching faculty development to expand quality education access and enable children to receive sound schooling near their homes. To date, Anhui has secured official recognition for 43 counties with high-quality and balanced compulsory education and 56 counties delivering inclusive universal preschool education, ranking among the top nationwide in terms of approved counties.
In terms of student financial aid, the provincial government has allocated 190 million yuan to implement the national living subsidy policy for financially disadvantaged students receiving compulsory education, ensuring full coverage of eligible needy students in line with the principle of full support for all qualified recipients and fostering well-rounded development of subsidized students via the all-round education system covering morality, intelligence, physical fitness, aesthetics and labor education to realize equitable education. A total of 2.33 billion yuan is designated for preschool education development to expand inclusive preschool resources, enforce per-student public funding for public kindergartens and per-capita subsidies for inclusive private kindergartens, and ensure detailed implementation of relevant free preschool education policies. Another 21 million yuan is arranged for the classroom lighting renovation project in formerly poverty-alleviated regions, a key livelihood program designed to bring classroom lighting across the province up to required standards and protect children and teenagers’ eyesight.
For the development of teaching staff, 320 million yuan has been allocated to back key programs including the National Teacher Training Program, the Talent Support Program for Remote Borderland, Ethnic Minority and Poor Regions, local outstanding teacher initiative, master teacher studio development and the distinguished teacher project under the National Special Support Program for High-level Talents. Funds will also underpin the living allowance policy for rural teachers in former contiguous impoverished areas to encourage teachers to work at rural primary and secondary schools and optimize the composition of rural teaching workforce. On top of existing per-student funding, the per-capita appropriation for normal majors at undergraduate universities will be further raised at an annual rate of 2,000 yuan per student.
