Recently, the liner "Jianghai Tong 188" departed Zhujiaqiao Pier at Wuhu Port carrying a batch of containers. After arriving at Shanghai Yangshan Port, these goods were transferred directly onto an ocean vessel bound for Europe without filing transshipment declarations with the port customs. Reporters learned from the Hefei Customs that this marks the official launch of Anhui's first export shipment under the water-to-water transfer multimodal transport scheme, opening a more economical and convenient corridor for Anhui goods to go overseas.

Water-to-water transfer multimodal transport refers to a mode in which goods are containerized and both inland and cross‑border transport are carried out via waterways. Under the new model, enterprises only need to complete the full process once at the port of origin or entry, enabling "one declaration, one bill through, and seamless passage." "Compared with the traditional transshipment procedure, the new model eliminates multiple declarations and duplicate paperwork, greatly simplifying clearance processes and improving logistics efficiency," said He Da, Director of the Monitoring Section at Wuhu Customs. "Under the multimodal scheme, after companies submit applications online and deliver export goods to a customs‑supervised facility, the facility operator confirms the arrival information so the declarant can complete clearance. Once inspection and release are done, goods can be loaded directly onto designated vessels for export, achieving seamless connection between inland transport and outbound logistics, and significantly reducing enterprises' logistics and time costs."

To ensure the smooth advancement of the pilot for the water‑to‑water transfer multimodal supervision model, Hefei Customs has been explaining policies and providing online and offline guidance to enterprises, detailing requirements for filling multimodal application forms and electronic data transmission, and organizing multiple rounds of business simulation exercises and tests. During the declaration phase, customs officers pre‑register enterprises' data transmission permissions and follow up throughout to guide firms in submitting multimodal application forms and transmitting arrival information, achieving "one declaration, full-process supervision, and seamless linkage."

"We will continue to promote the replication and extension of policy measures under the cross‑border trade facilitation initiative, strengthen coordinated linkage with ports, shipping companies and agents, improve the international trade 'single window' data transmission mechanism, and promote the normalization and scaled development of multimodal transport operations to provide stronger support for Anhui goods going overseas," said Li Yan, Deputy Director of Hefei Customs.
