On April 7, the General Office of Anhui Provincial Government officially released the "Special Action Plan for Effective Investment in Anhui Province (2025)." To expand effective investment and enhance its critical role in stabilizing growth, the province will continue to implement special actions for effective investment. According to the plan, by 2025, provincial investment is expected to grow by around 5%, with over 1,000 key projects worth over 100 million yuan each planned to commence.

The plan aims for a reasonable growth in investment scale, with project investment and private investment growth rates exceeding the national average, targeting an overall investment growth of about 5% in 2025. The investment structure will be continuously optimized, striving for a growth rate in high-tech industries and manufacturing investments above 10%, and infrastructure investment growth to surpass total investment growth. All 102 projects included in the national 14th Five-Year Plan will commence, with over 1,000 key projects each worth over 100 million yuan starting, and the construction rate of provincial key projects aiming for 100%, with total investments exceeding 600 billion yuan.

The province plans to establish around 100 service industry innovation zones, create 60 integrated manufacturing service application scenarios, and develop more than five service-oriented manufacturing functional areas. Investment in high-quality living services will be increased, with digital empowerment for business upgrades.

This year, the province will accelerate the construction of archaeological park projects like Wuwangdun and the Yangtze River and Grand Canal National Cultural Park, while promoting the new provincial cultural center and establishing 600 public cultural spaces. Additionally, a "Hundred Scenic Improvements" initiative will be implemented to develop high-quality tourist resorts, boutique rural tourism, and "Beautiful Anhui" homestays.

The province will commence construction on the Hefei-Chizhou section of the Hefei-Wenzhou High-Speed Railway this year, adding over 198 kilometers of high-speed railway throughout the year. The high-quality development of the Jianghuai trunk waterway will also be prioritized. Furthermore, an urban function and quality enhancement action will be implemented. According to the plan, this year, the province aims to renovate 4,500 kilometers of urban underground pipelines and support the upgrade of 3,390 old elevators in residential areas, achieving comprehensive safety monitoring for urban lifeline projects.
