Echoing this, many deputies and committee members—bringing thought and insight on the topic—have weighed in on how to cultivate and scale new quality productive forces, addressing areas from smart logistics to core‑tech application scenarios. Policy guidance together with public wisdom is driving a deeper discussion about the future.

Solving Implementation Challenges: Finding Application Scenarios for Core Tech

The vitality of new quality productive forces lies in its applications. Provincial deputy and chairman of Anhui EASPEED Technology Co., Ltd., Han Dongcheng, keenly pointed out a two‑way dilemma at present: "technologies cannot find suitable scenarios, and scenarios cannot find the necessary technologies."

To address this, he proposed building a collaborative transformation system of "technology—scenario—ecosystem," the core of which is to unblock supply‑demand bottlenecks. He also recommended focusing on advantageous sectors such as healthcare, home appliances and automobiles to create several benchmark demonstration projects, and establishing a special fund to support scenario implementation—building a long‑term ecosystem that encourages innovation, tolerates failure and is sustainable, so that hard tech can truly empower industries and benefit people's livelihoods.

Upgrading the Economy's "Vessels": AI Reshapes Modern Logistics

As a major artery connecting production and consumption, modern logistics itself is an important application field for new quality productive forces. Provincial CPPCC member and chairman of Anhui Gongsheng Logistics Technology Co., Ltd., Lu Lixin, shared his thoughts on the "new quality productive forces inside parcels."

He pointed out that the logistics industry is shifting from a labor‑intensive "physical track" to an intelligence‑driven "cognitive track" based on technology and structural optimization. Artificial intelligence will become the core engine driving the transformation toward smarter, greener and more efficient logistics.

He recommended that special policies be introduced to support the development of AI logistics scenarios and the R&D and application of logistics intelligent agents, creating large‑scale demonstration scenarios. At the same time, he proposed building a logistics and supply‑chain data trading platform to unlock the value of data elements, improve overall resource utilization efficiency and reduce carbon emissions.

Lu went further to see the potential for integrating logistics with Anhui's advantageous industries. He suggested deepening the "logistics+" model by supporting the construction of origin logistics integration centers in manufacturing clusters and building vertical industry supply‑chain service platforms.

By tightly combining an efficient and intelligent logistics network with Anhui's industries—such as artificial intelligence, new energy vehicles and the low‑altitude economy—the overall advantages of the industrial chain can be strengthened, forming a new industrial ecosystem of interactive supply and demand and high operational synergy. Logistics will not only perform transportation functions but also become a strategic pivot for enhancing industrial competitiveness.
