Proposals from deputies are an important form by which People's Congress deputies perform their duties according to law, reflect public opinion, and promote development.
To encourage deputies to put forward high‑quality proposals and to urge responsible agencies to improve handling efficiency and quality, the Standing Committee of the Provincial People's Congress carried out a selection and recommendation campaign for exemplary cases of high‑quality handling of provincial deputies' proposals prior to the fourth session of the 14th Provincial People's Congress. After comprehensively evaluating the relevance and practicability of the proposals as well as the actual results and social impact of their handling, a number of typical cases were recommended.
The proposals selected as exemplary cases closely align with the Anhui Provincial Party Committee's central tasks and address major issues in the province's reform, development and stability, as well as hot‑button and difficult issues that broadly concern the public. They put forward concrete and feasible solutions — "bright ideas" that concentrate public wisdom and relate to people's livelihoods — contributing intelligence and strength to a successful conclusion of the 14th Five‑Year Plan and a smooth start to the 15th.
For example, adhering to science and technology innovation as the guiding force and developing new quality productive forces in accordance with local conditions is a key driving force for Anhui's accelerated progress. Focusing on the province's overall development, provincial deputy Wu Jianxiong — drawing on his background in technological innovation and industrial development — submitted the proposal "On Strengthening the Deep Integration of the Innovation Chain and the Industrial Chain to Promote High‑Quality Economic Development in Our Province," which has opened up ideas and provided useful references for departments such as the Provincial Development and Reform Commission and the Provincial Department of Science and Technology in formulating policy measures.
Centering on major tasks and serving the overall situation, provincial deputy Xiang Xingchu's proposal "On Issuing the Implementation Details of Policy Support for the Anhui Province Humanoid Robot Industry Development Action Plan (2024–2027)" targets the province's forward‑looking layout for future industries. The proposal's insightful recommendations were incorporated by the Provincial Department of Industry and Information Technology into policy documents such as the "Anhui Province Intelligent Robot Industry Development Action Plan (2025–2027)," effectively aiding the transformation of Anhui manufacturing into Anhui "intelligent manufacturing."
High‑quality proposals taking hold and producing results depend on high‑quality handling. In the handling process, responsible agencies carefully study and adopt deputies' opinions and suggestions, actively respond to the concerns of deputies and the public, and integrate proposal handling with policy formulation and work planning — turning deputies' "bright ideas" into "golden keys" for deepening reform, solving problems and improving people's livelihoods.
Provincial deputy Feng Junfang was deeply impressed by the high sense of responsibility and pragmatic approach shown by the responsible agencies: "After the proposal was assigned, the handling unit immediately designated a staff member to contact me proactively, to communicate promptly about the progress of the handling, and to discuss relevant measures for improvement."
Through coordinated efforts by the Provincial Department of Ecology and Environment, the Provincial Department of Transportation, the Provincial Department of Natural Resources and other units, Deputy Feng Junfang's proposal "On Strengthening Ecological and Environmental Protection" was ultimately transformed into concrete measures such as accelerating the green transition of the province's transportation sector, focusing on improving the water quality of the Jianghuai Canal, and promoting comprehensive utilization of coal‑related solid waste.
Accelerating the comprehensive revitalization of northern Anhui has been a key task the Party Committee has been advancing for many years. Aiming to build solid industrial support for northern Anhui's revitalization, provincial deputy Wang Runa proposed "On Supporting the Development of the Northern Anhui Green Food Industry," addressing industry support, special funds and industry‑university‑research cooperation. The proposal received high attention from responsible units such as the Provincial Department of Agriculture and Rural Affairs.
The Provincial Department of Agriculture and Rural Affairs, together with the Provincial Department of Finance, the Provincial Academy of Agricultural Sciences and other relevant departments, conducted in‑depth study of the deputy's proposals, carried out field research in places including Suzhou and Huainan, and actively adopted the deputies' recommendations, promoting solid progress in building green food industry clusters in northern Anhui. In 2025 the total industry‑chain output value of the five major northern Anhui green food industry clusters reached RMB 385.4 billion, a year‑on‑year increase of 23.3%.
Each proposal — focused on key development areas, addressing pressing public concerns and demonstrating deputies' commitment to their duties — has been carefully handled by responsible units and transformed into development outcomes and tangible benefits for people, a vivid embodiment of whole‑process people's democracy being "the most extensive, the most genuine, and the most effective."
