Since the launch of the Entrepreneurial Anhui Initiative, the number of market entities in the province has exceeded 8.5 million, representing a 28% increase compared to 2021. The number of technology-based small and medium-sized enterprises has reached 42,000, 3.7 times that of 2021, ranking fifth in the country.

To further advance the Entrepreneurial Anhui Initiative with renewed vigor, the province recently introduced the "Several Measures to Support the Upgraded Entrepreneurial Anhui Initiative" (hereinafter referred to as the Measures). This marks the 2.0 version of the Entrepreneurial Anhui Initiative policy.

Cities serve as the primary battleground for entrepreneurship and the primary gathering place for entrepreneurs. To ignite entrepreneurial activity, cities must first foster an environment of enthusiasm and dynamism.

In response, the "Upgraded Entrepreneurial Anhui Initiative" explicitly calls for creating distinctively entrepreneurship-friendly cities, transforming entrepreneurs into genuine "partners" in urban development.

The entrepreneurial environment will also be optimized in tandem. Efforts will focus on expanding the efficient processing of "one-stop services" for individual entrepreneurship, upgrading the series of Entrepreneurial Anhui competitions, fostering a new era of entrepreneurial culture, and deepening the brand-building of "Entrepreneurial Anhui," all aimed at creating an appealing and vibrant entrepreneurial ecosystem.

For high-level talents, the province implements targeted policies to promote entrepreneurship. It releases catalogs of industrial human resources and urgently needed talent, guiding professionals to gather in key industries.

If talent is the core and funding is the guarantee, then platforms serve as a critical pillar for entrepreneurship. They act as key hubs connecting entrepreneurial entities, resource elements, and market demands.

The 2.0 version of the policy focuses on the development of high-capacity incubation platforms, ensuring a smoother and more far-reaching entrepreneurial journey.

How will these measures be implemented? By establishing a range of platforms such as Anhui Youth Entrepreneurship Parks and Overseas Student Entrepreneurship Parks. Efforts will also guide technology incubators to collaborate with various universities and venture capital funds, forming a synergistic mechanism of "venture capital + research + incubation." Additionally, a directory of key entrepreneurial incubation platforms in Anhui Province will be established.
