On January 12, the 2026 Anhui Provincial Transportation Work Conference was held in Hefei. The conference summarized the achievements in provincial transportation work in 2025 and during the 14th Five-Year Plan period, while outlining the tasks for the 15th Five-Year Plan and key priorities for 2026.

A closer examination of these plans reveals a clear trajectory: in the new year, Anhui's transportation development is transitioning from the bold, large-scale network construction of the 14th Five-Year Plan period to a more precise, integrated, and intelligent approach in the opening year of the 15th Five-Year Plan, akin to shifting from sweeping brushstrokes to meticulous detail.

This profound strategic evolution is concretely reflected in four key shifts.

Over the past five years, Anhui achieved milestones such as "connecting all counties via highways" and "completing the Jianghuai Canal." The primary new focus in the 2026 plan is the standalone "Hefei Metropolitan Area Intercity Commuting Efficiency Enhancement Project," which aims to build a one-hour commuting circle and support cities along the Yangtze River in deepening their integration into the Nanjing Metropolitan Area.

This signifies that the focus of development is shifting precisely from constructing the skeletal framework across the entire province to enhancing connectivity that supports key economic growth hubs. The role of transportation has evolved from a pioneering force that builds roads to foster prosperity to a core service provider dedicated to improving regional economic organization efficiency and catalyzing the integration of factors. By removing bottlenecks such as the Feixi section of the G206 highway, the aim is to compress spatiotemporal distances and lay an invisible express track for the efficient allocation of talent and industries.

Notably, "upgrading transportation infrastructure and implementing digital and intelligent transformations" has been elevated to a strategic priority on par with new construction projects.

The investment logic is shifting from pursuing "incremental expansion" in mileage to "improving the quality of existing assets" by enhancing the intelligence and efficiency of the current road network. Whether it involves optimizing highway interchanges for better connectivity or developing "digital and intelligent transportation corridors," the core focus lies in addressing a new question: as the road network takes shape, how can each kilometer generate greater economic and social benefits? This marks a fundamental shift in the driving forces of growth.

While the advantages of "Anhui as a Water Transport Hub" have become increasingly evident, the conference directly addressed a key challenge: "low costs in individual segments but high operational costs across the entire logistics chain." In response, 2026 will see the implementation of a systematic "combo strategy"—formulating guidelines for "Anhui as an Intermodal Transport Hub," prioritizing multimodal transport as the top priority, and supporting the China-Europe freight train (Hefei) Hub and Wuhu International Land Port to expand and strengthen their operations.

This approach aims to thoroughly eliminate physical and institutional bottlenecks among water, rail, road, and air transport, striving for a "1+1>2" synergy in comprehensive transportation capabilities. A deeper level of integration lies in the seamless linkage between transportation and industry. The plan calls for exploring the "park within a park" model that combines "industrial clusters with logistics hubs." This means transportation planning will be more deeply embedded in industrial layouts, designing from the outset to reduce overall logistics costs for society.

Modernizing transportation also entails modernizing governance and services. Addressing the protection of rights and interests for workers in new forms of employment, the 2026 plan reflects a clear "rights-oriented" approach.

The 2026 transportation blueprint for Anhui reveals a more mature and content-focused developmental confidence. It no longer merely pursues scale-based leadership but instead strives to set benchmarks in structural optimization, efficiency enhancement, integrated innovation, and governance modernization.
