Anhui Draws Up Roadmap for Developing Intelligent Robot Industry

Recently, the "Action Plan for the Development of Anhui Province’s Intelligent Robot Industry (2025–2027)" (hereinafter referred to as the "Action Plan") was officially released.

Intelligent robots represent a culmination of artificial intelligence technologies and are expected to become a trillion‑yuan blue‑ocean market in the future. The Action Plan systematically deploys key tasks including technology breakthroughs, product supply, scenario expansion, cluster building, and ecosystem improvement. Supporting appendices analyze which segments of the intelligent robot industry have already been laid out in the province, where advantages lie, and where weaknesses remain. The Plan identifies priority development directions and lays out a task list for flagship product development covering full machines, key components, and common technology platforms, and it will advance the orderly construction of intelligent robot clusters.

Anhui’s intelligent robot industry ranks among the nation’s leading tier, with foundational strengths in core technological innovation, flagship product development, and typical scenario applications. The issuance of the Action Plan will further strengthen coordinated planning and push the industry’s scale and quality to new levels.

In 2024 — a year widely regarded by the industry as the inaugural year for humanoid robot development — the province issued and implemented the "Anhui Province Humanoid Robot Industry Development Action Plan (2024–2027)."

Issuing special policies for the intelligent robot industry in two consecutive years demonstrates Anhui’s strong determination to vigorously promote the growth of this sector.

"Ten‑Hundred‑Thousand" development framework

Regarded as version 2.0 of Anhui’s intelligent robot development plan, the Action Plan draws a "roadmap" for the industry's future development.

Statistics show that by 2024, Anhui had more than 500 enterprises across the full robot industry chain, with revenues exceeding 60 billion yuan.

The Action Plan proposes that by 2027 the intelligent robot industry will form a "Ten‑Hundred‑Thousand" development pattern: cultivating more than 10 domestic leading enterprises in niche fields, achieving breakthroughs in over 100 key technologies and flagship products, and reaching 100 billion yuan in full‑chain industry revenue. By 2030, the plan aims to build a national‑level advanced manufacturing cluster for intelligent robots and establish a globally influential highland for the intelligent robot industry.

Focus resources on overcoming core technologies

On July 19, 2024, Anhui's first full‑machine humanoid robot "Qijiang-1" debuted in Hefei. Although the "Qijiang-1" caused a sensation in the industry and can be called a humanoid robot, its movements still showed mechanical stiffness and there is considerable room for improvement in precision.

The Action Plan gives strong support to tackling key technologies related to motion accuracy and flexibility of intelligent robots. In the future, Anhui will focus on breakthroughs in common key technologies across robot body design, environmental perception, motion control, dynamic execution, and human‑machine interaction.

Create flagship products

Currently, humanoid robots are mainly being piloted in industrial scenarios, commercial performances, and similar fields; because tasks are relatively repetitive and single‑purpose, market demand for "humanoid" form factors has not yet been fully stimulated.

The Action Plan makes clear that Anhui will focus on launching intelligent robot products that can handle a wider range of work scenarios.

The Action Plan proposes creating flagship full machines and key component products. Targeting industrial manufacturing, public services, social governance, safety and emergency response, cultural tourism, and other fields, it aims to develop a batch of intelligent robot full‑machine products.

As a set of key components matures, it is foreseeable that multiple types of large robot models will be developed. Perhaps in the near future, we will see a richer variety of intelligent robots.

In the field of intelligent robots, Anhui has favorable conditions such as strong innovation resources, industrial foundations, and rich application scenarios. Following the path laid out by the Action Plan, it will be worth watching what position the province will occupy on this new track in the future.
