A complete‑function community serves as the fundamental unit for residents’ daily lives, urban structure and grassroots governance, and is of great significance for improving people’s quality of life and fostering high‑quality urban development. In recent years, the Anhui Provincial Department of Housing and Urban‑Rural Development has incorporated indicators for elderly‑care facilities, infant and toddler childcare facilities, parking spaces, public activity venues and other elements of complete‑function communities into the urban health‑check indicator system, achieving full coverage of urban health checks across all prefecture‑level cities. Combined with urban renewal and the renovation of old urban residential compounds, Anhui has comprehensively upgraded community service capabilities, pushed forward the development of complete‑function communities in a coordinated manner, and improved the supply of supporting facilities.

Relevant authorities regard the development of community‑embedded elderly‑care service institutions as a key measure to shore up weaknesses in community public services, and advance their standardized construction in accordance with scheduled timelines. By the end of 2025, a total of 291 community‑embedded elderly‑care service institutions had been built, with a target of 400 by the end of 2026. Meanwhile, in light of the size of the infant‑toddler population and childcare demands, various idle premises are being repurposed to set up childcare institutions centered on “living and working circles”, so as to better meet families’ demand for childcare services.

To boost governance efficiency, Hefei has launched a pilot program assigning urban planners to multiple communities. These planners participate in the entire process of constructing and managing complete‑function communities, giving full play to professional technical expertise, placing Hefei at the forefront of the province in this regard.

Going forward, Anhui will expand the coverage and improve the quality and efficiency of complete‑function communities. It will identify deficiencies and problems in basic public‑service facilities, convenient commercial service facilities and municipal supporting infrastructure, and guide local authorities to improve community supporting facilities following the principle of “construct where feasible, renovate where appropriate”.

On financial support, the province will encourage diversified investment. Efforts will be made to include complete‑function community development within the scope of the provincial special‑purpose fund for urban renewal, to support pilot communities in upgrading elderly‑care facilities, convenient commercial service facilities and public activity venues, and continuously enhance community environmental quality. In compliance with national requirements for special‑program elderly‑care and childcare initiatives, Anhui will strive to secure central budgetary investment in 2026 for five community‑service grid projects for elderly‑care and childcare, to elevate the construction standards and comprehensive functions of service facilities.
