During a conversation with Yang Guangqi, a deputy to the National People's Congress (NPC) and Party branch secretary of Jinjilong Village in Xinhang Town, Guangde City, the phrase he used most frequently was "based on local conditions."
"To develop rural specialized industries, we must adhere to the principle of basing efforts on local conditions, thoroughly understand the local resource landscape, and accurately identify our unique positioning," Yang Guangqi said. In 2017, when Yang became the Party branch secretary of Jinjilong Village, he often traversed the tea mountains with a spade, engaging in discussions with tea farmers. Building on thorough research, Yang invested his own money to take the lead in establishing the Jinyinong Tea Professional Cooperative, bringing together Party members and villagers. "The original intention of setting up the cooperative was to work alongside the villagers, assist them in selling their products, and collectively increase their incomes."
In 2021, Jinjilong Village initiated the construction of a "digital tea garden," integrating technological power into traditional agriculture, which had long relied on natural conditions. Concurrently, a tea processing facility was established. Today, the village's tea plantation area has expanded from less than 100 mu to over 10,000 mu.
How to enhance the deep processing level of the tea industry, extend the industrial chain, and maximize the value of every tea leaf has always been the focus of Yang Guangqi's research. "Currently, the labor cost in tea production is relatively high, and competition among products is fierce. We are now exploring new tea beverage markets to broaden income channels for tea farmers," Yang Guangqi explained.
Similar to the tea industry, Guangde City boasts abundant bamboo resources, with a bamboo forest area reaching one million mu. The total bamboo resources and output rank among the top in the province, but the utilization rate and added value remain low. "Developing the bamboo industry according to local conditions is essential for promoting industrial growth and ensuring that farmers can share in the benefits of industrial value addition," Yang Guangqi stated.
In recent years, during his daily work, Yang Guangqi has keenly identified the financing difficulties faced by micro, small, and medium-sized enterprises (MSMEs). The traditional evaluation system for financial institutions still faces significant challenges in serving MSMEs, especially those in the 'agriculture, rural areas, and farmers' sector. To address this, Yang Guangqi is refining a proposal on establishing a new financing evaluation system to solve the financing difficulties of MSMEs. "We have conducted extensive preliminary research, hoping to genuinely incorporate the thoughts and aspirations of the people and enterprises into the proposal," Yang Guangqi said.
